New Delhi, November 3, 2025 — Union Minister Dr. Jitendra Singh, overseeing a portfolio including Science, Technology, and Personnel, today chaired an extensive brainstorming session on “Effective Government Communication,” urging departments to abandon traditional formats in favor of citizen-centric, engaging, and credible outreach.
The high-level meeting, attended by Secretaries and senior officials from DoPT, DARPG, DST, and other key ministries, concluded with a collective resolve to make communication a strategic tool for nation-building and trust creation.
Key Strategic Directives
Dr. Singh set two crucial mandates for all ministries under his charge:
Whole-of-Government Approach: The Minister stressed the need for unified, coherent messaging across all departments. This “whole-of-government” approach is intended to reinforce national objectives and present a consistent narrative of development to the public.
Simplifying Science through Storytelling: Recognizing that technical jargon often obscures breakthrough achievements, Dr. Singh directed all scientific institutions and laboratories to simplify their communication using relatable narratives. Institutions were specifically advised to identify at least two success stories each that clearly demonstrate how scientific innovation improves everyday life.
Dr. Singh reiterated that effective communication extends beyond information dissemination, focusing instead on “building public trust, inspiring participation, and fostering transparency in governance.”
Leveraging Digital Media and Partnerships
The session featured presentations from top communication officials, underscoring the shift toward a digital-first and collaborative ecosystem.
Credibility and Proactivity: Principal Director General Dhirendra Ojha emphasized that credibility remains the cornerstone, urging departments to engage proactively to combat misinformation rather than reactively.
Digital Transformation: B. Narayanan, Director General, New Media Wing, advocated for leveraging digital tools like short-form videos, infographics, and multilingual content for real-time engagement, ensuring accessibility across India’s diverse population.
Whole-of-Society Collaboration: Senthil Rajan, Joint Secretary, Ministry of Information and Broadcasting, called for a “whole-of-society” approach, advocating for partnerships with academia, civil society, media organizations, and local influencers to make outreach more relatable.
Participatory Governance: Nand Kumarum, CEO of MyGov, highlighted the platform’s role as a successful two-way communication bridge, crowdsourcing ideas for major campaigns like Swachh Bharat Mission and Digital India.
Secretary DARPG, V. Srinivas, cited successful communication campaigns under the National e-Governance Service Delivery Assessment (NeSDA) as prime examples of citizen-focused governance.
Concluding the session, Dr. Singh remarked that when communication becomes participatory, “citizens stop being mere recipients of information—they become partners in progress,” underscoring the collective commitment to bridge the gap between policy and the people.
