Southern California: Nearly a century ago, a massive engineering project set out to solve one of Southern California’s biggest challenges: a growing population and a limited local water supply. The Colorado River Aqueduct, stretching about 242 miles (389 kilometres), was built to transport water from the Colorado River across mountains and vast stretches of desert to communities in Southern California.
Construction of the aqueduct began in 1933 and was completed in 1941. Financed through a $220 million bond approved in 1931, the project was also an important source of employment during the Great Depression. Around 30,000 people worked on the eight-year construction effort, with the workforce reaching as many as 10,000 at a time.
Why Southern California needed more water
By the 1920s, Los Angeles and neighbouring coastal communities were already facing growing pressure on their water resources. The Los Angeles Aqueduct, which brought water from the Owens Valley, had been completed more than a decade earlier, but rapid urban expansion meant another major source was needed.
Engineer William Mulholland and other planners began surveying potential routes to the Colorado River in 1923. The effort eventually contributed to the formation of the Metropolitan Water District of Southern California in 1928, which was established to develop a new regional water supply.
Getting Colorado River water to Southern California was far from simple. The aqueduct had to cross multiple mountain ranges and harsh desert terrain.
The completed system included about 92 miles of tunnels, 63 miles of concrete canals, 54 miles of concrete conduits and 29 miles of siphons. Five pumping stations were constructed to lift the water more than 1,600 feet (about 493 metres) over the mountainous sections of the route.
Electricity, including power generated by the newly completed Hoover Dam, helped operate the pumping system.
Some of the most difficult construction involved tunnelling through solid rock. Crews excavated passages through several mountain ranges, including the San Jacinto Mountains. Individual tunnels varied considerably in length, with some extending for more than 18 miles.
Project born during the Great Depression
The aqueduct was financed through a $220 million bond measure approved by voters in 1931. At the time, the enormous project was not only viewed as an investment in California’s future water security but also provided badly needed employment during the Great Depression.
Construction continued for eight years, employing tens of thousands of workers and creating jobs at a time when unemployment was widespread across the United States.
From Lake Havasu to Southern California
Today, the Colorado River Aqueduct transports water from Lake Havasu, near Parker Dam, to Lake Mathews in western Riverside County. From there, the water becomes part of Southern California’s wider distribution network.
The system has the capacity to deliver more than 1.2 million acre feet of water annually equivalent to more than a billion gallons a day. It remains one of the region’s three major imported water systems, alongside the California Aqueduct and the Los Angeles Aqueduct.
The Metropolitan Water District, originally created to develop the Colorado River Aqueduct, has since expanded into a major wholesale water supplier serving numerous member agencies across Southern California.
How the aqueduct shaped Southern California
The Colorado River Aqueduct became far more than a water delivery project. By bringing a major supplemental water supply to the region, it helped remove one of the key limitations on Southern California rapid urban and economic expansion.
Millions of people now depend, directly or indirectly, on the water infrastructure that grew from the project.
Nearly 90 years after its completion, the aqueduct remains an important example of large scale American civil engineering. Its combination of gravity fed sections, tunnels, canals and powerful pumping stations continues to move Colorado River water across one of the most challenging landscapes in the United States.
The project recognised by the American Society of Civil Engineers as a National Historic Civil Engineering Landmark stands as a reminder of how infrastructure built during one of America’s most difficult economic periods helped shape the future of an entire region.
