Florida has returned more than 500,000 tonnes of discarded oyster and clam shells to the Gulf of Mexico over the past 16 years turning seafood waste into the foundation for new oyster reefs and supporting the recovery of damaged coastal ecosystems.
Between 2007 and 2024 shells collected from seafood restaurants and processing businesses were placed back into Gulf waters as part of efforts to restore oyster habitats. The shells provide a hard surface where young oysters can attach, grow and gradually form new reefs.
Oyster populations along the Gulf Coast have suffered major declines over the years. NOAA Fisheries has reported that historic oyster populations in the Gulf have fallen by 85% or more, with overfishing, storms and events such as the Deepwater Horizon oil spill contributing to the decline. Apalachicola Bay in Florida, once responsible for as much as 90% of the state’s oyster production, experienced a particularly severe collapse and was declared a federal disaster in 2013.
Once restored underwater, discarded shells can become the base for new oyster colonies. As oysters settle and multiply, the developing reefs create habitat and nursery grounds for marine species including crabs, shrimp and fish.
Oysters also contribute to water quality. According to NOAA, an individual oyster can filter up to 50 gallons of water a day, helping remove algae and excess nutrients. Oyster reefs can also reduce the force of waves reaching the shoreline. Research in the Gulf has found that such reefs can reduce wave energy by between 76% and 99%, strengthening their role in coastal protection.
Florida’s restoration programme has already produced measurable progress. The state completed 77 acres of new oyster reef in 2024 and has set a long term target of restoring 2,000 acres by 2032. Apalachicola Bay also resumed limited oyster harvesting in January 2026 after a five-year closure.
Scientists, however, caution that oyster restoration is a long term process. Rebuilding functioning oyster habitat can take decades rather than just a few years, as reefs need time to develop and establish stable ecosystems.
The Florida initiative demonstrates how discarded seafood shells can be reused as marine restoration material. Instead of being sent to landfills, the shells can help create new oyster habitat, support marine life, improve water quality and reduce wave energy along vulnerable coastlines.
