Japan and UNDP Join Hands to Build Disaster-Resilient Evacuation Centers in Laos

Vientiane, November 24, 2024: The Government of Japan and the United Nations Development Programme (UNDP) have partnered to construct 12 state-of-the-art evacuation centers in the disaster-prone provinces of Khammouane, Salavan, and Champasack in Laos over the next three years. The initiative, valued at $3.8 million, aims to enhance disaster resilience and foster a culture of preparedness in the region.

At the signing ceremony, H.E. Mr. Koizumi Tsutomu, Japan’s Ambassador to Laos, emphasized the importance of the project:

“This initiative not only ensures safety during emergencies but also promotes disaster awareness and preparedness. Japan remains committed to strengthening Laos’ resilience as a strategic partner.”

A Lifeline for Vulnerable Communities

The Strengthening Disaster Response Capacity through the Improvement of Evacuation Shelters Project referred to as the Evacuation Center Project goes beyond infrastructure. It will:

  • Construct 12 resilient evacuation centers equipped with essential facilities.
  • Revise national guidelines to ensure inclusive and robust designs.
  • Enhance policy frameworks and community-level disaster preparedness.

Ms. Martine Thérer, UNDP’s Resident Representative in Lao PDR, highlighted the project’s broader impact:

“This initiative ensures individuals can safeguard their livelihoods, enhance economic resilience, and reduce inequalities in the face of disasters.”

The project is expected to provide immediate safety for over one million people, helping to mitigate the socioeconomic impact of recurrent disasters like the Super Typhoon Yagi in 2024, which affected 145,000 people and caused widespread damage.

Addressing Disaster Challenges in Laos

Laos faces frequent natural disasters exacerbated by climate change and deforestation, which deepen poverty and food insecurity while increasing vulnerabilities among its poorest communities. Disasters often force migrations, disrupt education, and worsen employment prospects, creating long-term socioeconomic challenges.

The evacuation centers will serve as safe havens during emergencies and play a pivotal role in reducing these vulnerabilities. The project will also document and disseminate best practices to enhance long-term preparedness across the region.
