A new speculative architectural concept titled Ocean Vortex proposes an innovative floating parliament designed to address marine pollution while rethinking how civic spaces can exist on water. The project was developed by designer Yufeng Tu for the 2026 YAC “Ocean Parliament” competition, where it was recognized as a finalist entry.
The design responds directly to the growing crisis of plastic accumulation in the world’s oceans, particularly the massive floating debris zones often referred to as “plastic islands.” Rather than treating ocean pollution only as an environmental problem, the concept reframes it as an architectural and civic opportunity, suggesting that governance, public awareness, and ecological restoration can coexist within a single floating structure.
Spiral Form Inspired by Ocean Movement
The structure is designed in the form of a large spiral or vortex, visually echoing the natural motion of waves, currents, and wind patterns. This swirling geometry is not only symbolic but also functional. It organizes the internal circulation of the building and guides visitors gradually inward toward a central open water courtyard.
The spatial layout separates different types of users through distinct entry routes. General visitors are directed toward exhibition and museum areas that focus on marine pollution, environmental education, and ocean awareness. Meanwhile, government officials and staff access dedicated routes that lead to parliamentary chambers and administrative spaces. This separation allows public engagement and formal governance to exist within the same architectural system without overlap, while still maintaining visual and conceptual continuity.
Civic Structure Built from Marine Waste
One of the most distinctive aspects of the project is its material strategy. The floating structure is supported by a steel framework combined with repurposed marine debris, particularly discarded plastic barrels and containers. These waste materials are transformed into buoyancy elements that help the building remain afloat.
This approach gives symbolic weight to the project, as materials that once contributed to ocean pollution are reused as structural components of a civic institution. The architecture thus becomes both a physical structure and a conceptual statement about circular systems and environmental responsibility.
Integrated Environmental Systems
The design incorporates multiple sustainability systems within its structure. Solar panels placed on the roof provide renewable energy for daily operations. Submerged levels of the building are envisioned to host hydroponic cultivation systems, water treatment processes, and energy conversion facilities. Additionally, desalination technology is integrated to support freshwater needs.
The structure is anchored to the seabed using a flexible system that allows it to respond to tides and wave motion rather than resisting them. Instead of concealing these environmental mechanisms, the design deliberately exposes them, making ecological infrastructure part of the visible architectural experience.
Architecture as a Platform for Governance and Awareness
The project merges three major functions into a single continuous system: civic governance, environmental education, and ecological infrastructure. Parliamentary spaces, exhibition areas, offices, cultivation zones, and energy systems are all interconnected within the spiral form.
From a distance, the structure appears as an open civic platform shaped by ocean forces. It is intended not only as a functioning architectural proposal but also as a speculative vision that challenges conventional ideas of where and how political institutions could exist in a future shaped by climate change and marine degradation.
