Australia’s new national emergency warning system, AusAlert, is being hailed as a major upgrade to the country disaster alert infrastructure but researchers are warning that the system will not fully protect vulnerable communities unless it becomes more accessible and easier to use.
AusAlert uses cell broadcast technology to send emergency warnings directly from mobile phone towers to all compatible devices in a specific area, without requiring phone numbers or apps. The system is designed to avoid the network congestion that can affect SMS alerts and is expected to become fully operational in October after a national test on July 27.
While experts say the technology is a significant improvement for warning people about bushfires, floods and cyclones, they argue that receiving an alert is only the first step. A new analysis published through PreventionWeb highlights concerns that many Australians may still struggle to understand or act on the warning.
The study notes that more than one in five Australians speak a language other than English at home, and people with disabilities are up to four times more likely to die in disasters than those without disabilities. Researchers found that many warning systems are designed with a “one size fits all” approach that can exclude people with visual impairments, low literacy, limited digital skills or language barriers.
The authors argue that Australia lacks a single national digital warning platform. Instead, each state and territory operates its own emergency website and app creating a fragmented system that can require multiple steps before users find local instructions during an emergency.
A typical AusAlert message directs users to the National Emergency Management Agency (NEMA) website, which then redirects them to state based emergency sites. Researchers say this process can be difficult during a fast moving disaster, especially for people with accessibility needs.
The study recommends developing a single national platform that allows users to set preferences for language, literacy level and accessibility features so that warnings and safety instructions can be tailored to individual needs.
The analysis aligns with the United Nations backed “Early Warnings for All” initiative, which calls for inclusive warning systems worldwide by 2027. Researchers say Australia has largely solved the problem of delivering alerts quickly, but it has not yet ensured that every person can easily understand what action to take once the alert arrives.
Officials are encouraging the public to participate in the July 27 national test and provide feedback while the system is still being refined. Researchers say that making warning systems accessible is not only a technical issue but also a critical part of reducing disaster deaths and injuries.
